Admins cannot book 'red' devices

Devices with status Red - inactive, visible, not bookable should not be bookable for regular users, but admins should be able though. Right now, admins are unable to book.

Update 9 September: The issue has been fixed and will be included in the next release.

Update 18 July: Work is continued. Initially, the proposed solution would allow any admin (including admins of different domains) to book blocked domains - this is not desired.
